“带病提拔”的背后是选人用人上的“制度带病”

    近几年来.对干部监督工作是十分重视的,会上说的,文上印的,墙上挂的。几乎“十八般武艺”都搬了出来,但往往却收效甚微,一些“带病”的干部照样在争议声、举报声中“稳坐钓鱼台”,而群众的声音却显得那么的脆弱与无奈。究其原因,一言以蔽之,问题就出在“选人用人的制度和机制还不健全不完善”。换句话讲,就是“带病提拔”的背后是选人用人上的“制度带病”。

  干部带病提拔的原因尽管比较复杂9但从已暴露的带病干部案例看。至少有几种现象不可忽视:“带病”的干部往往不是靠民主推荐“选”出来的,而是“一把手”“力排众议”“拔”上来的;不是靠脚踏实地“干”出来的,而是“保护伞”“拉”上来的;不是靠真才实学“竞”出来的,而是“人民币”“等价交换”“买”上来的。凡此种种,“病态”机制下的选人用人,不可避免导致腐败,进而给党的事业造成不可估量的损失。

   由此看来,要真正解决带病提拔带病上岗这些问题,必须在改革用人制度,创新选人机制,完善干部考察方法上下工夫、出实招,既要听上级领导的意见,也要听一般干部和群众的意见;既要听正面意见,也要听反面意见;既要重视多数人的意见,也要重视少数人的意见;既要考察干部的工作圈,也要考察干部的生活圈、社交圈,防止考察失真失实。唯有如此,才能将党和人民真正信得过、靠得住、能做事、干成事的干部选拔到各级领导岗位!
